I found some great research about Pocket PC 2002/2003 ThemeBuilder. So I did some experiments myself and ended up with a theme with pictures, slogan and colors fitting to the current Opera9 Campaign.
I did some screenshots with the build in function of my iPAQ put into the scanned frame of my iPAQ:

It is designed for QVGA screen-size and Windows Mobile 2003. I really like it on my iPAQ rx3715.
